Rural Economic Development – Value chain development support services and service delivery capacity of local government in the Highlands Region

PNG is well-endowed with natural resources and has an open economy with substantial exports and imports. In this framework, the agriculture sector plays a significant role by providing broad based income and employment to the vast majority of the population in the country, most of which still lives in the rural areas and engaged in subsistence and semi-commercial and commercial farming.

Myanmar- Institutional Strengthening and Policy Dialogue Support

The Ministry of Agriculture, Livestock and Irrigation (MoALI) of the Republic of the Union of Myanmar was reconstituted in 2016 with the inclusion of 12 departments under its programme mandate for rural development and poverty reduction, including the Department of Rural Development (DRD).

The DRD is seeking cooperation of the EU in building capacity in the following three areas:

Myanmar- Institutional Strengthening and Policy Dialogue Support

This assignment will is aiming to enhance the land use management system in Myanmar. The Activity will consist of three main areas of support:

(1) Complete the mapping of land use inventory and land use zonation for all Bago Region. This will strengthen the Bago regional government's capacity to oversee and monitor the current situation from state to village tract level, assess and adjudicate compliance (or not) to policy requirements and evaluate land development alternatives based on sound principles.

Shan State Tourism & Agriculture Sector Development

After the political opening in Myanmar, the economy has started to grow. But positive growths effects are uneven, especially outside the urban areas of Yangon and Mandalay, and business practices are not always sustainable.

Tourism has been identified by the Government of Myanmar as a priority growth sector, and has seen considerable growth since the inauguration of the civilian government in 2010. Tourism, not only in Myanmar, but especially in Shan State is accelerating fast.

Papua New Guinea – Formulation of Financial Inclusion & Financial Literacy Strategy

The Centre for Excellence in Financial Inclusion (CEFI) established by the Bank of Papua New Guinea (BPNG) is the National Executive Council endorsed industry apex organisation mandated to coordinate, advocate and monitor all financial inclusion activities in Papua New Guinea (PNG). In this capacity, CEFI is coordinating the implementation of PNG’s first National Financial Inclusion and Financial Literacy Strategy, 2014-2015 (NFI&FL Strategy).

Promoting Capacity Building in Financial Institutions in South Asia

The Asian Development Bank has approved 2 facilities in Sri Lanka to the non-banking financial sector for leasing activities and on-lending to micro, small and medium-sized enterprises (MSMEs). The ADB funding is being supported by technical assistance (TA), which will help the banks improve capacity to provide MSMEs with longer-term financing. The work will focus on:

(i) strengthening risk management and internal controls;

Strengthening Specialized and Semi-Formal Financial Institutions to Support Financial Inclusion

The Project supports the Government of Thailand to 1) rationalize strategic directions of SFIs to ensure that they focus on their financial inclusion mandate of filling gaps in the financial system; 2) provide support to the expanded role of the secondary mortgage corporation in the area of mortgage insurance business; 3) undertake an in-depth review of cooperative-based financial services; 4) generate knowledge products related to financial inclusion in general.
