Myanmar- Institutional Strengthening and Policy Dialogue Support

The Ministry of Agriculture, Livestock and Irrigation (MoALI) of the Republic of the Union of Myanmar was reconstituted in 2016 with the inclusion of 12 departments under its programme mandate for rural development and poverty reduction, including the Department of Rural Development (DRD).

The DRD is seeking cooperation of the EU in building capacity in the following three areas:

  • Data analysis and progress reporting for the national rural development and poverty eradication
  • Monitoring, assessment and policy and programmatic feedback of DRD’s rural development programmes
  • Enhanced capacity of DRD staff to enable them to perform their development functions at union, state/region, district and township level

This assignment is aiming to assist DRD on Database management and Data Analysis

The Ministry of Agriculture, Livestock and Irrigation – (MoALI), Department of Rural Development (DRD), and relating Ministries on the field of Poverty Reduction.

Tasks to be undertaken

  • Preparation to develop a Database for Poverty Reduction;
  • Preparation of comprehensive data analysis procedures, and reporting format to simplify the process and procedures to completed the exercises by the staff
  • Contribute to develop a uniform data tables and Rural Development Progress reports
  • Supporting staff on analytical report preparation, technical analysis of the data and information, and presentation of analysis and report to different ministries and regional and local level staffs
  • Training on methodology and technical skills on data process, information analysis and report preparation and presentation
  • Preparation of a user-friendly manual that provides a clear guidelines and guidance to the RDD and other government organisations on data process, information analysis and report preparation
  • Preparation of ToT guidelines and programmes
  • Mission report (including all meeting minutes)
Qualifications: 

General qualifications and skills

  • Master’s degree or PhD in data management, statistics, agriculture, development studies, and social sciences. Or a related field;
  • More than 10 years of general professional experience.

Specific professional experience 

  • Minimum 10 years of specific professional experience in the area of data analysis, statistics, rural development, and poverty alleviation areas;
  • Relevant work experience with a demonstrable ability to undertake challenging position and difficult set-up;
  • Strong facilitation, and communication  skills, with experience working in team situation;
  • Excellent report writing and communication skills;
  • Work experience in Myanmar and/or neighbouring countries in data management has distinct advantage;
  • Fluent in English language.

Expected number of working days: 154 working days
