General Call for Experts: Migration and Forced Displacement

About the job
We are expanding its pool of experts under the Framework Contract “Services for EU’s External Action” (SEA 2023) – Lot 14: Migration and Forced Displacement. Through this Framework Contract, GOPA PACE supports the European Commission (DG INTPA, DG NEAR, DG ECHO, FPI) and EU Delegations worldwide by mobilizing short- and medium-term expertise for analysis, studies, evaluations, policy support, and technical assistance assignments.
What you will do

Selected experts may contribute to:

  • Evaluations and monitoring of EU-funded migration and displacement programmes

  • Technical studies and analytical reporting

  • Programme design and implementation support

  • Field missions and stakeholder consultations

  • Data collection, analysis and reporting

  • Bid writing activities, including drafting technical proposals, developing methodologies and work plans, and contributing to budget inputs

Your qualifications

We are looking for experts with demonstrated experience in one or more of the following areas:

  1. Support to legal migration and mobility
  • Labour migration and fair recruitment
  • Migration-related skills development and pre-departure measures
  • Protection of migrant workers’ rights
  • Student, academic and researcher mobility
  • Free movement

  1. Addressing irregular migration
  • Combating smuggling of migrants
  • Integrated Border Management
  • Voluntary return and reintegration
  • Awareness-raising campaigns on the risks of irregular migration
  • Combating trafficking in human beings and protection of victims

  1. Response to forced displacement
  • Resettlement and repatriation of refugees
  • Return and reintegration of refugees and IDPs
  • Access to basic services (health, education, WASH, shelter, social protection)
  • Protection, regularization and documentation of refugees and IDPs

  1. Addressing root causes of migration and displacement
  • Conflict, fragility and socio-political instability
  • Socio-economic drivers such as poverty and unemployment
  • Climate change, disasters and environmentally related displacement

  1. Migration governance and management
  • Migration and displacement dialogue processes (Khartoum, Rabat, Budapest, etc.)
  • Global Compact implementation
  • Institutional capacity building and readmission systems
  • Border management systems and interoperability solutions, including biometrics

  1. Migration and development
  • Diaspora engagement
  • Remittances and their productive use

  1. Protection of migrants
  • Regularization, registration and integration
  • Children on the move
  • Gender and migration
  • Migrants in detention
  • Victims of trafficking

  1. Migration and displacement data
  • Data collection, analysis and dissemination
  • Monitoring and evaluation
  • Migration statistics and research

Experience with EU-funded projects (INTPA, NEAR, ECHO, FPI), international organisations, and work in fragile contexts is highly valued. Excellent command of English is required; additional languages such as Arabic, French or Spanish are considered an asset.
