Assistance for the Implementation of the Support Programme for the Financing of Agriculture and Inclusive Chains in the South of Madagascar (AFAFI-South)

Project objective:

The overall objective of the AFAFI South programme (11th FED) is to contribute to the reduction of poverty among rural populations in the south and south-east Madagascar, in the Androy, Anosy, and Atsimo Atsinanana regions.  The specific objectives of AFAFI-Sud programme are: (i) inclusive, equitable, and sustainable agricultural development, (ii) improving food security, the nutritional situation, and resilience to climate hazards of rural households, and (iii) the development of selected inclusive value chains.

The AFC, I&D, and Agrotec consortium will implement technical assistance to the AFAFI-Sud programme in Madagascar. The objective is to support the national authorising officer in the steering of all the AFAFI-Sud Programme’s activities to ensure proper coordination of the activities carried out in the regions and by the various ministries, organisations, and selected operators. The TA will support BAON and certain departments of the Ministère auprès de la Présidence en charge de l'Agriculture et de l'Elevage (MPAE) (Ministry of the Presidency in charge of Agriculture and Livestock), of the Ministère des Ressources Halieutiques et de la Pêche (MRHP) (Ministry of Fisheries Resources), and the Ministère de l'Environnement, de l'Ecologie et des Forêts (MEEF) (Ministry of the Environment, Ecology and Forests) and ­– depending on the needs – of certain other technical ministries (in charge of land, nutrition, decentralisation, etc.) in order to ensure an efficient and effective realisation throughout the implementation of the AFAFI-Sud Programme.

 

The expected results are:

R1 Support is provided to the UCS in its steering, implementation, and monitoring functions as well as for the coordination of field activities and the development of synergies.

R2 A transfer of expertise in the areas of management, methodologies, and support approaches is ensured for the benefit of the UCS team.

R3 The efficiency and effectiveness of the programme are optimised.

R4 The progress and achievement of expected results is regularly assessed.

R5 Cross-cutting issues are properly taken into account.

R6 Results and impacts are disseminated.

R7 A system for continuous improvement.

R8 Expertise for short-term interventions is mobilised
