The overall objective of the contract is to enhance the competitiveness of the SMEs in the apiculture sector in the target provinces (i.e. Ordu, Samsun, Sinop, Giresun, Trabzon, Rize).

The expected results of the contract are:

  • the establishment of an institutional infrastructure which will increase the competitiveness of the apiculture sector in the Black Sea region, and
  • the facilitation of access to business development services by regional SMEs (producers of industrial apiculture products).

Within the scope of this contract:

  • apiculture products processing and packaging facility will be established (e.g. business plans and servicemanuals of service units will be prepared) and operationalised,
  • apiculture products ‘promotion and marketing unit’, ‘quality improvement and certification centre’ and‘consultancy contact points’ will be established and operationalised,
  • apiculture products portal will be established,
  • SMEs will benefit from standard service packages and business development programmes.

The duty station of the Team Leader is Ordu. It is expected that the Team Leader works in Ordu on full time basis. The Team Leader is responsible from management and coordination of the technical assistance and inputs provided by the TAT (including the non-key experts). S/he will bear the overall responsibility for development of time plans and resource schedule/s. S/he will be counterpart of the OCU Director in terms of management and coordination of activities of the Project. S7He will monitor the progress of the Project and regularly update the OCU Director. S/he will pay a special attention to the

  • Development of work plans, implementation and resource schedules
  • Monitoring of the project activities, review of the technical reports of Non-key Experts
  • Conception the efforts for the facilitating discussions on project activities with stakeholders
  • Development and finalization of contractual report
  • Represent the project at key project events and meetings

S/he will also be responsible from RAN structures specifically on the CCP and PMU functions to be fulfilled by the relevant RAN structures. This response includes provision of specializes inputs on finalization of the institutional and structural design of these functions with the RAN, development of business plans, support to HR capacity development with the regard to CCP and PMU functions, and support to delivery of CCP and PMU functions. S/he works in close cooperation with the Head(s) of the CCP and PMU functions and the relevant RAN structures.

Qualifications: 

Qualifications and skills

  • Bachelors’ Degree in administrative sciences (e.g. management, economics, international relations, public administration etc.) or in engineering (i.e. Food engineering, industrial engineering, mechanical engineering). In absence of Bachelor’s degree in above mentioned fields, Bachelors’ degree in any field will be accepted together with a minimum 7 of / years’ experience in projects/ programs and/or at institutions/organization concerning SME, enterprise and/or private sector development
  • Good command of English
  • Good command of Turkish would is an asset
  • Full computer literacy

General professional Experience

  • Minimum 10 years of general professional experience is required and more will an asset up to 25 years of experience

Specific professional experience

  • Preferably 6 years but a minimum of 4 years of specific experience in apiculture/food industry
  • With white-collar duties in manufacturing/quality control/ Quality assurance / marketing
  • Preferably 6 years but a minimum of 1 year of specific experience in establishment and running of quality management systems and/or providing services for accreditation of laboratories in food industry
  • Experience in establishment and/or running of Common Use Facilities that serves to SMEs will be an asset.
Start / Duration: 

The operational base of this contract is Ordu, with Project activities to be implemented in Giresum, Sinop, Samsun, Rize and Trabzon, as well as other regions of Turkey, as per need of the Project.

Start Date & period of Implementation

The intended start date is August 2016 and the period of implementation oft he contact will be 18 months from this date.
