Ghana - biometric payment system

The German Government supports the Government of the Republic of Ghana implementing the countrywide, biometric payment system “e-zwich” with financial assistance. Ghana Interbank Payment and Settlement Systems Limited (herein referred to as ”GhIPSS”) is implementing a countrywide, biometric payment system (“e-zwich”), which allows the delivery of quality financial services to all parts of the populations, especially also the formerly unbanked and under-banked in rural areas. The objective is to make formal financial services – often for the first time – available to each Ghanaian. As the investment costs for the e-zwich infrastructure are very high in comparison to the modest revenues, the private investors can expect in rural areas, there is a need for public support to maximize the developmental benefits in rural areas as soon as possible. Therefore, GhIPSS has submitted a proposal for the government's Financial Sector Reform work plan, which entails the establishment of a revolving credit fund. The revolving credit fund would provide loans on adequate terms and conditions to any financial institution that wants to establish e-zwich infrastructure in rural areas. The Ministry of Finance and Economic Planning and the Bank of Ghana support GhIPSS’ proposal. The GhIPSS takes the overall responsibility and project lead. The KfW Development Bank funds the investment components as there are the Point of Sales (POS) Terminals, merchant cards, customer cards and ATM’s to enhance the access to financial services for the rural population. The project team, to be selected with this tender, shall support GhIPSS implementing the e-zwich system.
Qualifications: 
One of the key success factors of the project is to implement a perfect training and communication approach to FI’s, agents and merchants and a suitable marketing approach for customers. This specialist has deep knowledge and experience in marketing and training of potential customers and users of branchless banking systems to be deployed in rural areas of developing countries and will put in place with the GhIPSS team the best method, materials and messages to change the habits of customers. He/She shall closely work with the marketing specialist of GhIPSS on the following major tasks: Take a major part in elaborating the business and marketing plan for the study as defined; Define and assign priorities to rural areas in which marketing and educational campaigns should be organized initially to speed up e-zwich usage; Develop a go-to-market concept to attract potential FI’s agents and merchants showing the strength and advantages of the e-zwich system. Especially the advantages of the RCF must carried across to these organizations; Develop and organize on-site workshops and training sessions for FI’s, agents and merchants with the main focus on cost and potential benefits of e-zwich in order to raise the system penetration in rural areas; Develop and organize marketing and awareness campaigns for end users in rural areas. Such campaigns must be easily understood also by uneducated people and if needed, in local language; Review already existing marketing and educational materials of GhIPSS and suggest enhancements and/or changes to increase the effectiveness of such materials; Reports out-of-line situations to the consultants Project Coordinator as they come up
