Financial Education and Financial Literacy Project in Russia

The Financial Education and Financial Literacy Project is the result of the need to improve financial literacy and consumer protection in financial services. Currently, the level of financial literacy in Russia remains low.  The majority of the population lacks confidence that their interests as consumers of financial services can be protected. At the same time, demand in Russia is high for financial education.  Finical literacy and finical consumer protection are part of the Governments long-term strategy for financial sector development and the program developed by the Ministry of Finance of the Russian Federation with the support of the World Bank. The Financial Education and Financial Literacy Project consists of the four following components: Component 1: Development of finical literacy strategy and finical literacy consumer protection monitoring and evaluation system; Component 2: Financial Literacy Capacity Building; Component 3: Development and implementation of education programs and information for improving financial literacy; Component 4: Strengthening of Consumer protection in financial services   
Qualifications: 
Contract Manager: At least 10 years expedience in contract Management in the area of providing advisory services to the government authorities. The Contract Manager shall have a higher legal or economic education and English working knowledge Deputy Contract Manager: Higher legal or economic education with at least 7 years experience in the management of consulting contracts and a working level of English Business Architecture: At least 5 years experience in contract management in the   area of providing management consulting services to government agencies. The expert in Business Architecture will have at least 5-years experience in contract management in the area of providing management consulting services to government agencies. The expert will have a higher legal or economic degree and a working level of English ICT Enterprise Architecture: At least 5-year expedience in contract management in the area of providing technical resources improvement services to government agencies. The expert should have a higher technical degree in information technologies and a working level of English Human Resources: The Expert will have at least 5-year experience in providing HR Consulting Services to Government Agencies Database Expert: A Leading Expert on the issues of INFOTEKA design with at least 5-year experience in contract management in the area of development an implementation of databases. He / She will have higher technical education in the area of information technologies and a working level of English Consumer Protection: Review of international experience including preparation of summary financial consumer protection practice in different countries, and for development of recommendations for the improvement in this field. The Expert will have at least 5 years experience in financial sector supervision and regulation, including in market conduct supervision, regulation and enforcement in the financial sector , experience in providing consulting services to market conduct supervision, regulation , and enforcement in the financial sector. He / She owns a higher legal or economic degree and is fluent in English Legal Expert: responsible for preparing a detailed description of the legal and regulatory framework for financial sector legal experience, familiarity with financial consumer protection legislation and regulation, higher legal education and solid working level of English
