Agriculture Change Management - Zambia

The contract is for the provision of TA to support the agricultural sector performance enhancement programme (PEP). The main beneficiaries are the Ministry of Agriculture and Cooperatives (MACO) and the Ministry of Livestock and Fisheries Development (MLFD) and ultimately, the Republic of Zambia. The central purpose of the TA component is to provide focus, commitment and capability to manage the process of change within the 2 Ministries, ensuring sustained and wide mobilisation of staff around the objectives of the programme, sustained communication around the programme objectives and activities and assure strategic, sequential and coherent implementation of programme activities so the achievements in 1 component or activity strengthen the overall programme. This will require provision of TA through a long-term expert assignment as well as mobilisation of short-term expertise for specific studies or analysis.
Qualifications: 
The Human Resources specialist will facilitate and strengthen Human Resource performance and provide guidance in improving service delivery in the Department. He/she will be based in Lusaka for the and a Human Resources expert for a total period of 24 months over the project duration allocated according to the need of the project along its implementation. Main Duties and Responsibilities Provide a workable methodology to right size staff in the Ministry; Assess and initiate management plan for immediate staff development in priority areas; Review job descriptions, update them for all members of staff in the Ministries and revisit them in terms of annual performance appraisal; Accurately and legibly record and develop an in-service training strategy for staff in the Ministries; Participate in preparing a staff development plan related to Annual Performance Appraisal System; Help develop ICT and its improvement in all Units of the HR Departments of the Ministries; Staff payroll reconciliation and facilitate outstanding payments to be made to the retired/redundant staff in the Ministries; Help develop, design, implement Human Resource records system; Facilitate planning and development of agricultural education and improve management of Agricultural Training Institutions;  Help mainstream HIV/AIDS response in the Ministry;  Facilitate inter ministerial collaboration in the area of Human Resource Management   Communication and Working Relationship Maintain effective communication with staff in the Ministries; Participate in multi-professional meetings and conferences as required; Attend and contribute at staff meetings; Promote and safeguard the interest and well being of the staff in the Ministries at all times; Be punctual and accessible at all times.   Human Resource Development Develop and maintain continuing Human Resource and professional development to meet the changing demands in the Ministries; Monitor Human Resource performance against agreed objectives and standards; Keep up to date on job related issues as appropriate; Keep log of Human Resource performance and in-service training log for purposes of appraisal; Undertake/participate in staff appraisal and Human Resource development within the Ministries; Act as a role model in professional and Human Resource attributes for all members of staff; Participate in the training of HRA professionals; Contribute to Continuing Professional Development (CPD) of human Resource in the Ministries.   Quality Assurance Adhere to the HRA quality assurance policy and guidelines; Keep up-to-date with quality developments relevant to area of work and related services; Continuously monitor activities against quality standards, anticipating factors that may reduce quality and taking effective action to address them; Participate in the prompt identification and investigation of poor quality services, the contributing factors and the methods for addressing them.   Qualifications and skills At least a relevant degree in Human Resource Management, business studies or social science or its equivalent from a recognized institution. A master degree and provisional Certification of Registration with HRA Professional bodies will be added advantages. He/She should have a clear understanding of quality assurance issues. He/she should present excellent interpersonal skills to liaise with Human Resource at all levels, and be adaptable, imaginative, innovative and enthusiastic. He/she must demonstrate good communication skills, proven computer proficiencies and full proficiency in English. General professional experience He/she must have a minimum of 7 (preferably 10 years) years experience working at high level in Human Resources management. Specific professional experience Experience in Public Service reform and/or change management, more particularly in Africa, would be an asset. Experience in working in multi-stakeholders programme as well as with multiple donors and in harmonizing donors’ programmes and projects would also be an asset.
