Agriculture Change Management - Zambia

The contract is for the provision of TA to support the agricultural sector performance enhancement programme (PEP). The main beneficiaries are the Ministry of Agriculture and Cooperatives (MACO) and the Ministry of Livestock and Fisheries Development (MLFD) and ultimately, the Republic of Zambia. The central purpose of the TA component is to provide focus, commitment and capability to manage the process of change within the 2 Ministries, ensuring sustained and wide mobilisation of staff around the objectives of the programme, sustained communication around the programme objectives and activities and assure strategic, sequential and coherent implementation of programme activities so the achievements in 1 component or activity strengthen the overall programme. This will require provision of TA through a long-term expert assignment as well as mobilisation of short-term expertise for specific studies or analysis.
Qualifications: 
Qualifications and skills The Team leader/ Institutional Development expert must have at least a University degree in Economics, Business Management or Agriculture, Agricultural Economics, Sociology or equivalent. A masters' degree would be an asset. He/she must demonstrate good communication skills, proven computer proficiencies and full proficiency in English. General professional experience He/she must have a minimum of 10 years’ experience working at high level in Institutional development and /or Change Management. The Team leader, Institutional Development/ Change Management expert must be a professional institutional development/change management specialist with competencies in developing countries’ public service reforms.  Proof of his/her track record spanning over several years in different countries, regions, and or situations will be required.  Specifically he/she must have proven experience in managing Change Management/Institutional Development/Capacity Development programmes.  The consultant must be conversant with the practical application of Change, and must have the capability to mentor stakeholders (including staff) that will be affected by the Change process.  Specific professional experience Experience in working in multi-stakeholders programme as well as with multiple donors and in harmonizing donors’ programmes and projects would be an asset. Recent Experience in working in institutional development in the Agricultural sector SADC/SSA countries is desirable.
Start / Duration: 
Most activities should take place in Lusaka where TA offices will be located, while regular field trips throughout Zambia should be supported through the PEs
