Green Financing Program in China

The Chinese and the German Government have agreed on a Green Financing Programme that shall be implemented as a financial intermediary program and focus on promoting smal-scale low carbon investments. The Programme shall be refinanced by KfW Development Bank with an amount of 62 million Euros. It is envisaged that there will be two on-lending banks of which only one has been determined so far: CITIC Bank, a national bank, which has its headquarter in Beijing and which is already active in the field of project finance. The bank is also experienced with refinancing in foreign currencies.

Promoting Economic Diversification Program

The Project Administrator will work closely with the Team Leader and EA PIU on establishing accounting system, maintaining accounts and payments. S/he will provide on the job training to EAs on ADB procurement guidelines and assist them with their administering of selected activities under the matching grants phase-2 output. In view of the fact that roads represent some 20% of the infrastructure allocation, and that many of these roads are to be rehabilitated in challenging mountainous environs, there is a need to have access to advanced engineering skills in road design to ensure quality and thereby achieve sustainability. With the emphasis being on quality of design and construction, the specialists will review road designs prepared by national consultants with particular attention being paid to designing road sections to the local conditions.

  To maximize the potential from associated initiatives, the implementation consulting team will include a value chain specialist to assist in subproject design and feasibility studies ensuring  engagement of private sector actors in such processes to strengthen the market linkages for products grown in the projects area of influence       The value chain specialist will provide intermittent inputs and will be responsible to the Team Leader  Review the PPTA consultant’s Final Report and the value chain studies and assessed constraints and opportunities therein;

  The expert will have experience in the conformity assessment for bodies providing audit and certification of management systems under ISO 17021 guidelines, in this case in Food Safety Management Systems (FSMS). He or she will have in-depth experience in gaining international mutual recognition of Conformity Assessment Bodies (CAB) and Accreditation Bodies (AB) within Southeast Asia particularly within ASEAN. The candidate will have strong managerial, analytical and interpersonal skills and a proven ability to communicate clearly in English both verbally and in writing.
