Energy Efficiency Showcase Series

Initiated by the European Investment Bank and KfW Entwicklungsbank in December 2009, the Green for Growth Fund, Southeast Europe, is an innovative public-private partnership established to reduce energy consumption and CO2 emissions in its thirteen Target Countries: Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, FYR of Macedonia, Georgia, Montenegro, Moldova, Serbia, Kosovo, Turkey and Ukraine. The activities of GGF are supported by a Technical Assistance Facility (TAF), which provides funding for capacity building support to investees, as well as awareness raising and market enabling activities.

Especially in regions where Energy Efficiency (EE) and Renewable Energy (RE) sectors are in an early stage, awareness raising activities are of great value. These kinds of activities are of importance not only on the level of the ultimate target group but also at the level of Financial Institutions (FIs) that are confronted with the task of developing appropriate products, identifying eligible clients, and defining the benefits of investments into EE measures. Against this background, the TAF developed a concept which helps Financial Institutions and their clients to recognize the advantages of EE investments, the "EE Showcase Project".

The following items are to be delivered by the consultant for each project of the EE Showcase Series:

  • A simple portfolio screening tool (list of criteria for the portfolio screening election of appropriate enterprises which are eligible for the energy audit project).
  • Identification of at least four SMEs (clients of the bank) that are interested in and suitable for the Energy Efficiency project as described in the rationale and the scope of work.
  • Energy audit reports according to established international standards on each participating SME where energy audits were performed (including detailed information on the investment costs, the return, the payback period and energy savings).
  • Final report and presentation illustrating the most important results determined during the energy audit project.

 

Qualifications: 
  • The expert team shall combine general EE-sector knowledge as well as expertise in conducting of energy audits with solid experience in working with financial institutions, assisting them to implement EE credit lines
  • In-depth knowledge of energy usage patterns in SME/industrial sector of the respective country;
  • In addition, knowledge and experience in financial calculations especially on discounted payback periods etc. of investments needs to be proven.
Start / Duration: 

The EE Showcase Series shall be available over a period of two years, tentatively from April 2013 till April 2015
