Transformational climate-smart and inclusive agriculture in Rwanda (Budget Support)

The overall objective to which this action contributes is: 
To contribute to the effective implementation of national sector policies in the areas of agriculture and climate action in agriculture in Rwanda, in the framework of the sector reform contract “Transformational climate-smart and inclusive agriculture in Rwanda”

The operational bases of the project will be at Kigali, Rwanda.

Qualifications: 

Key expert 2: Agriculture policy advisor

  • He/she will provide regular policy analysis in the areas of agriculture and climate action in agriculture as well as in the areas of climate –smart agriculture and regenerative agriculture.
  • He/she will supervise thematic studies and deliverables from Non-key experts in the agriculture sector.
  • Embedded in MINAGRI, the expert will report to the ministry senior management. He will ensure regular briefings and exchanges with the EU Delegation to Rwanda.
  • He/she will be involved in collaboration with the EU, European Member States and the Rwandan Government in the implementation of the overall Kigali Wholesale Market Project and related Team Europe Initiative (TEI): ‘Investing in sustainable and inclusive agricultural transformation”’.


Qualifications and skills

  • Master’s degree in Agronomy, Agriculture economics, Agriculture engineering or equivalent professional experience of at least 10 years;
  • Proven knowledge of policy analysis and communication tools (briefings, concept-notes, study analysis, etc) in the area of agriculture and climate action in agriculture. Ability to analyse information, evidence-based and to translate into policy recommendation.
  • Proven knowledge in agri-food systems, value-chains and nutrition;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English

Preferred requirements:

  • Good communication and networking skills;
  • At least B-2 level proficiency in French
  • Knowledge of the Rwandan Government structure, current agricultural policy (PSTA4) and trading position;
  • Knowledge in Kinyarwanda

General professional experience

  • A minimum of 6 years of experience is required.
  • At least 4 years of working experience as an advisor to a Ministry; National agency or a public institution;
  • At least 2 years of experience in a research program in agriculture or relative to climate action in agriculture;

Considered an asset:

  • Experience (s) with agriculture sector budget support programs;
  • Experiences in African countries.

Specific professional experience

  • A minimum of 6 years of experience is required.
  • At least 2 professional working experiences embedded in technical ministries or national implementing agencies;
  • Working experience in consolidating collaboration and dialogue between technical ministries;
  • At least 2 years of working experience analysing or supporting agriculture value-chains;
  • Working experience in access to markets specifically through wholesale markets;
  • Experiences in the fields of innovation, conservation agriculture, food safety and/or aquaculture.

Considered an asset:

  • Professional working experiences in gender mainstreaming and gender sensitive actions in the areas of climate action and agriculture including proven experiences in gender action plans;
  • Development of best practices sharing with others countries;
  • Experience in coordinating donors and partners in the agriculture sector,
