Promoting Rural Development in Northern Uganda

The overall objectives of the project are:

  • To facilitate the strengthening of the technical and local capacities of smallholder farms and their organizations to address yield gaps and adopt agroecological practices for climate smart farming and sustainable use of natural resources.
  • To improve the competitiveness of 570 agro-based MSMEs through the supply of nonfinancial and financial services and promotion of inclusive market led models for green products.

Tasks of the expert

  • Assumes overall responsibility for the advisory package of the contractor.
  • Ensuring the coherence and complementarity of the contractor’s services with other deliverables by the program at local and national level.
  • Design, implementation, monitoring, and evaluation of capacity development measures for local partners in the following areas of rural development: Climate Smart Agriculture, Small Scale Irrigation, and Local Seed Systems development targeting smallholder farms, MSMEs development and green finance.
  • Communication and close coordination with GIZ’s Contract Officer (AV) and specialists responsible for GIZ’s other outputs.
  • Responsibility for taking g cross-cutting themes into consideration (for example, gender, equality, environmental protection, and human rights).
  • Staff management, identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
  • Ensuring that monitoring procedures are carried out, well documented, and reported.
  • Regular reporting in accordance with deadlines.
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ

  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase.

  • Manage and coordinate project activities with all relevant stakeholders such as partners and other actors in Uganda.

Qualifications: 
  • University degree (Master or graduate diploma) in project management, business administration, Development Economics, International studies, or related field.
  • 10 years of professional experience in private sector development, climate change & mitigation, natural resource management, or job creation/green innovations.
  • 4 years of professional experience in MSME development, on green innovations, or Finance and Digitalization.
  • 5 years of management experience in projects, companies, or other organizations with disciplinary leadership responsibility for at least 5 people.
  • 2 years of professional experience in a country outside East Africa
  • 3 years of experience in development cooperation projects.
  • Previous work in the region / country (Eastern Africa. Specifically, Uganda).
  • Good organizational skills (one of the core soft skills)
  • Fluent in English
