The objective of the project has been to develop the institutional capacities of the Government of Bolivia and of social organisations of coca producers in order to implement programmes for the social control of coca production.
The objective of the programme has been to support the Government of Guatemala to improve and strengthen the institutional capacities (planning, programming, monitoring and evaluation) in the implementation of the PESAN 2009-2012 as well as on the aspects of communication and visibility of the EU budgetary assistance programme.
The objective of the technical assistance has been to provide integral advice to the National Council for Combating Illicit Drug Trafficking (CONALTID), an integral part of the Ministry of Government of Bolivia through the Deputy Minister of Social Defense, aimed to strengthen its institutional, administrative and technical capacity.
The Program supports the reform at the national, provincial, cantonal and municipal level through three components: 1. State reform, 2. Fiscal management and financial relations within the Sate, 3. coordinated and decentralised provision of public services. The objective with regard to component 3 has been to support the territorial public administrations in order for them to provide their services considering the needs of the population and in the context of their formal competences.
