Final Evaluation of Animal Disease Surveillance in Support of Trade in IGAD Member States

 

The export of livestock, to an increasing extent, and the export of livestock products to the Gulf States are a major source of revenue for IGAD member states (MS), particularly for the Sudan, Ethiopia and Somalia. These revenue streams have been repeatedly challenged by disease outbreaks, notably Rift Valley fever, where the resultant trade bans have had serious negative impacts on national economies and livestock value chain actor livelihoods, not the least the producers themselves.
The key issues and challenges being adressed by the programme are: transboundary animal disease (TADs) and zoonoses, diseases that cause livestock production and productivity losses restrict access to local, regional and international markets and constrain attainment of food security and achieving unrestricted trade of livestock and livestock products in the IGAD region.

Services provided include, but are not limited to:

  • Exchange with Reference Group (EU/IGAD/ IGAD MS) and consultants; discuss and agree on work programme including site visits;
  • Meet main beneficiaries: EUD Djibouti, Veterinary Services (Djibouti), Ministry Animal Re-sources (Sudan), AU-IBAR (Kenya), ICPALD (Kenya), CVL-VetLabs (Kenya), ILRI (Kenya), Disease Prevention and Control Director Ministry of Agriculture (Ethiopia),  Veterinary Ser-vices for Ministry of Livestock and Fisheries (South Sudan), Ministry of Agriculture Animal Industry and Fisheries (MAAIF) (Uganda), National Animal Disease Diagnostic and Epide-miology Centre (NADDEC);
  •  Undertake review, discuss initial findings with the Reference Group (with focus on the Evaluation Questions);
  • Prepare draft report;
  • Organisation of the final presentation workshop with the all stakeholders (EU/IGAD/ IGAD MS) at EUD Djibouti;
  • Brief the main stakeholders and Reference Group members on major findings and rec-ommendations;
  • Prepare final report.
