Comprehensive review of best practices on ATVET in Africa

NEPAD Planning and Coordination Unit (NPCA), the technical arm of the African Union coordinating the implementation of the Comprehensive Africa Agricultural Program (CAADP), has stressed the importance of agricultural technical and vocational education and training (ATVET). With support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), a new project called “Promotion of Technical Vocational Education and Training for the Agricultural Sector in Africa (ATVET project)” has been launched by NPCA and the CAADP-Secretariat.                                                  In order to prepare the implementation of the project, AFC has been contracted to conduct a comprehensive review of non-formal and formal best practices on ATVET in Africa. The study will involve a stocktaking exercise and stakeholder consultation in ATVET activities in Africa and the identification of gaps in the educational system. AFC will undertake a review and stock-taking of ATVET activities and draw conclusions and recommendations for the further implementation of the GIZ/NPCA ATVET Project. Objective: The main objectives of the ATVET stocktaking exercise are to assist NPCA and the Regional Economic Committees (RECs) in compiling and disseminating experience and good practices in ATVET and to identify gaps in the educational system. The data shall be used in the CAADP implementation process to create demand-oriented training offers, to identify up-scaling potential and to increase investments in human capacity development and the agricultural sector in general. Activities will focus on Desk Review and Synthesis Report on ATVET Policy in Africa, In-depth review and synthesis of ATVET activities at country level. The country research shall be done in four countries: Ethiopia (COMESA), Namibia (SADC) Sierra Leone or Nigeria (ECOWAS/Anglophone) and Togo or Cote d’Ivoire (ECOWAS/Francophone).
