Transboundary Use and Protection of Natural Resources in the SADC Region

To lead implementation of a tourism component for a running Southern African GIZ programme, we are looking for a full-time regional expert in the field of Southern African transboundary tourism development who will be based full-time in Gaborone, Botswana starting in April 2021 for a duration of 2 years with the following profile:

Tasks of the team leader

  • Overall responsibility for the advisory package of the contractor;
  • Providing advisory services to the Food, Agriculture and Natural Resources Tourism Coordination Unit (FANR TCU) and public and private stakeholders engaged in tourism development activities;
  • Implementing the GIZ tourism support to SADC as the project’s principal advisor;
  • Preparing regular reports;
  • Coordinating stages of the project with key stakeholders and ensuring transparency for the partner;
  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission;
  • Identifying the need for short-term assignments within the available budget, planning and steering the assignments, and supporting the local, regional and international short-term experts;
  • Planning and supporting project-related studies and analyses;
  • Supporting the FANR TCU in preparing follow-on measures;
  • Responsibility for carrying out checks on the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ;
  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners in the areas if tourism development and marketing;
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts;
  • Ensuring results monitoring is conducted;
  • Regular reporting in accordance with deadlines;
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications: 
  • MSc degree or higher in Tourism, Economics, Sustainable Development Studies, or related field
  • Excellent spoken and drafting skills in English. Knowledge of French, Portuguese or German will be an added advantage
  • 15 years of professional experience in the tourism sector with both significant public and private sector experience
  • 10 years in experience policy advisory functions at technical and high level in national and preferably regional or international institutions
  • 6 years of management/leadership experience as project team leader or manager in a company
  • 10 years of professional experience in the SADC region
  • 6 years of experience in DC projects
  • Familiarity with governmental and institutional processes for procurement and protocol for the planning and preparation of events supported under the consultancy
