Technical Vocational Education & Training (TVET) in the agricultural sector in Africa

The programme’s target groups are population groups in rural Africa affected by poverty and hunger. They include Africans already working in the agricultural sector and in particular young people from rural areas who could be employed in the sector. Of the approximately 1.3 billion absolute poor worldwide, about 388 million live in Africa. Within the target groups, African smallholders, most of who live in poverty, are a priority. They also tend to be more vulnerable to the impacts of climate change. According to recent estimates, the number of smallholders in sub-Saharan Africa is around 175 million. Altogether, about two thirds of the total workforce in Africa works in agriculture. Women are proportionately more integrated in agricultural production systems and therefore stand to benefit considerably from sustainable development of the agricultural sector. In the TC measure CAADP ATVET for Women, women employed or self-employed in the agricultural or food sector in the selected pilot countries are explicitly a target group.

The international long-term expert 1 (16 person-months) leads the Consultancy team and provides consultancy services to the newly established TVET-Advisory unit at NEPAD. The expert will be based in Pretoria, South Africa, on the premises of the GIZ CAADP-ATVET programme office. Frequent travelling to pilot countries will be required.

Main tasks:

  • Overall coordination & management
  • Technical alignment of the consulting activities with the objectives of ATVET and ATVET Women projects
  • Advise of and support to newly established TVET Advisory Unit at NEPAD in terms of organizational development, Planning and M&E, strategic development and knowledge management
  • Ensure close cooperation and coordination with GIZ CAADP ATVET and ATVET Women teams
  • Supporting the programme coordinator in updating and/or adapting the project design on the basis of the five success factors of Capacity WORKS
  • Identifying the need for short-term assignments in South Africa as well as in all 12 pilot countries within the available budget, planning and steering the assignments
  • Helping to place orders with local experts
  • Ensuring project administration is in place for the Consultancy contribution
  • Ensuring a monitoring and evaluation system aligned with the overall programme monitoring is in place
  • Planning and supporting project-related research
  • Ensure close cooperation with the Skills Initiative for Africa, implemented by GIZ on behalf of the German Government with NEPAD
  • Supporting the officer responsible for the commission in preparing a potential follow-on phase.
Qualifications: 

The following core requirements are placed on the qualifications of the team leader:

  • Doctorate or Master degree in industrial psychology/organizational development, agriculture/agribusiness/rural development, education/TVET
  • 15 years of combined work experience e.g. in the fields of (A)TVET system advise, rural development, organizational development and knowledge management
  • Comprehensive knowledge of and experience with cooperative training approaches and competency-based education and training (CBET) approaches preferably in agriculture or related sectors
  • Experience in managing complex and large programmes and leading teams (8 years)
  • Experience in implementation of development cooperation projects, preferably in Africa and within the AU context
  • Proven facilitation and moderation skills, especially in multi-stakeholder dialogue facilitation (also with political partners)
  • Excellent spoken and written English and French (precondition), and preferably German knowledge
  • Familiarity with GIZ's Capacity WORKS management model. It is essential that the long-term expert has either already been trained in Capacity WORKS, or undergo training by a GIZ-accredited multiplier before the commencement of the project/programme.
