Team Leader_Value chain and market system development in fruits and vegetables sector

The German Federal Ministry for Economic Cooperation and Development has commissioned the three years programme “Green Economy and Sustainable Private Sector Development in Kyrgyzstan” (GESPSD) which started in June 2020 and will last until May 2023. The GIZ Programme “Promotion of Sustainable Economic Development in Kyrgyzstan”, which was the predecessor of the GESPSD, supported private sector development in promoting value chain development, implementing elements of Green Economy and creating framework conditions at the macro level. In 2018 it also supported the Government of the Kyrgyz Republic through the Ministry of Economy in the development of its national Green Economy Programme. The current module of the GESPSD contributes to the implementation of the government’s Green Economy Programme.
The overall objective of the GESPSD is to improve the employment situation in tourism, livestock farming and the fruit and vegetable sectors through the use of Green Economy approaches. The new programme intends to engage all three levels (macro: implementation of green economic policies as output 1; meso: provision of services and other support for MSMEs as output 2; micro: awareness raising among general population on the benefits of using green products and services – as output 3).

The main areas of activities are capacity development of local producers and entrepreneurs, the creation of linkages between value chain actors including international/regional traders and capacity building of business support organizations, farmers & business associations and formal and informal structures that bring local producers and entrepreneurs together.

Tasks of the International Team Leader based in Jalal-Abad (60% part time):

  • Overall quality of the inputs (achievement of results, results based monthly monitoring, reporting) of output 1, 2 and 4 in particular
  • Professional leadership and coordination of implementing experts procured for service delivery
  •  Management of technical deliverables for the related outputs and synergy prospects and inputs for other outputs of the project
  • Supporting local producers and entrepreneurs in creating business linkages
  • Cross cutting issues integration such as gender, social cohesion, inclusion and digitalisation
  • Overall coordination and management of the activities in Kyrgyzstan regarding value chain promotion, the organic farming sector and food safety/quality infrastructure
  • Technical assistance and capacity building measure to achieve indicators stipulated in the outputs
  • Ascertaining export potential for the project supported value chain

  • Introduction of systematic improvements for risk management on food safety and food quality in the value chains/sectors subject to this tender

  • Capacity development of the relevant public institutions and private service providers as well as awareness raising in the private sector

  • Securing of linkages and synergies regarding the interfaces within the programme as well as consideration of ongoing work and analyses by GIZ programme in close cooperation with the GIZ programme manager/and national coordinator

Qualifications: 
  • Educational background (MSc or comparable – e.g. ‘Diplom’) in economics or agriculture
  • Fluency in German and English; basic knowledge of Russian is an asset
  • Fifteen years professional experience in agriculture, economics and/or environmental issues
  • Ten years’ experience in technical cooperation projects on agricultural value chain promotion and upgrading, food safety and quality infrastructure
  • Five years’ experience as team leader in the management of complex technical cooperation projects
  • Ten years regional experience in Central Asia in agricultural/private sector development projects, experience in Kyrgyzstan is an asset
  • Experience in conflict sensitive project implementation
  • Excellent intercultural competence and sensitivity
