Serbia_TA to the UCBS Impact Incentive Loan for SMEs & Mid-Caps_Team Leader

On 22 June 2020, the EIB and UCBS signed a finance contract and a grant agreement in relation to the UCBS Impact Incentive Loan for SMEs and Mid-Caps (the “Loan”) for an amount of EUR 15 million. As the first EIB operation with an impact finance dimension, the purpose of the Loan is to support Serbian social enterprises and other SME and Mid-Cap companies (collectively the “Final Beneficiaries”) who commit to generate positive socio-economic impact and sustainable growth (the “Project”).

The overall objective of the Project is to contribute to a more inclusive private sector in Serbia by incentivizing the local SME and Mid-Caps to undertake more inclusive employment and business practices.

The specific objective of this assignment is to:

  • assist the Promoter in the implementation of the Project by building its capacity in administering, marketing, tracking the progress and duly reporting it to EIB as required under the Project’s legal documentation; and
  • build the capacity of the Final Beneficiaries to meet the expected Project objectives through the Impact KPIs.

The main responsibilities of the Team Leader are:

  • Overall coordination and implementation of the TA assignment;
  • Build the capacity of the Promoter to manage and market the Project;
  • Main contact person for communication with the Contracting Authority and the Promoter
  • Timely provision of reports and deliverables
Qualifications: 

Qualifications and skills

  • University Degree in Economics, Law, Banking, Business Administration, or related disciplines; good analytical and reasoning skills and the capacity to provide sound judgement concerning the issues in his/her area of expertise;
  • Computer literacy

General professional experience

  • 12 years of relevant professional experience in banking with a SME and/or social impact focus;
  • 5 years of relevant professional experience of working on IFI/donor financed projects; relevant professional experience of working on the EU financed projects would be an advantage.

Specific professional experience

  • 8 years of relevant professional experience in one or more of the following areas: SME finance, banking with social impact;
  • Two experiences in supporting commercial banks to implement special programs and/or products

Language skills

  • Fluency in written and spoken English is essential; knowledge of Serbian language would be an advantage
Start / Duration: 

The intended efective date is October/November 2020 and the period of implementation of the assignment is 48 months from this date.

The Location of the Assignment will be the Republic of Serbia. The Service Provider will primarily work on the premises of UCBS’ headquarters in Belgrade, with frequent travel to other locations in Serbia.
In view of the COVID-19 situation and any potential restrictive measures that may be taken by the Serbian authorities in the course of the Assignment that could limit the Service Provider’s capacity to deliver on-site assistance or training, the Service Provider should propose alternative solutions for activities that can be performed, to the extent possible, remotely and/or from the Service Provider’s own professional premises.
