Nigeria Competitiveness Project (NiCOP)

The overall objective of the co-financed action is to strengthen the competitiveness of Nigeria and enhance the country's integration into the regional and international trading system. This is achieved through interventions and the micro and meso level that are geared towards improving the performance, growth and contribution to industry, regional trade and exports of selected value chains. In addition, the action focuses on activities supporting policy initiatives to improve the business climate for businesses at federal, state and local levels. The support for an enabling environment also includes activities improving the access to finance and inclusion in the financial system for entrepreneurs in the selected value chains.

The tender concerns the implementation of Value Chain development activities at the micro and meso levels, spanning the most part of the first component and parts of the second component with minor auxiliary support in the third component.

The focus value chains are tomato/chili (and horticulture), ginger, leather and garment. Focus states are Kano, Kaduna, Plateau, Ogun, Oyo, Lagos and Abia.

Tasks of the team leader

  • Overall responsibility for the advisory package of the contractor
  • Technical lead in one of the two sector focus areas (tomato/chili and ginger or leather and garment).
  • Supervision of the activities with regard to certification and registrations.
  • Initiation and support of development partnerships with Nigerian and international/German enterprises.
  • Support and continuation of cooperation with the ADPs and state governments and its institutions.
  • Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the programme at local and national level.
  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners.
  • Consideration of cross-cutting themes (e.g. gender equality)
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
  • Ensuring results monitoring is conducted
  • Regular reporting in accordance with deadlines
  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Maintaining contact to other donors.
Qualifications: 

Qualifications of the team leader

  • University qualification (equivalent to German ‘Diplom’/Master) in agronomy/agriculture, engineering, economics, social sciences or another relevant area of study
  • Fluent business language skills in English
  • At least 15 years of professional experience in the Private Sector Development and Value Chains sector
  • 5 years in Support of either Vegetable Value Chains and/or leather/garment
  • Experience in the area of standards and certification or capacity development and coaching would mean an asset
  • At least 5 years of management/leadership experience as project team leader or manager in a company
  • At least 5 years of experience in projects in Africa
  • At least 5 years of experience in projects in the sector development cooperation

The contract duration is anticipated for 36 months from the signature of contract
