Modernization of Public Finance Management Project (MPFMP)

​The Government of the Republic of the Union of Myanmar has received financing in the amount of US$30 million equivalent from the World Bank, and US$20 million grant from the UK and Australian governments toward the cost of the Modernization of Public Finance Management Project.

The government intends to apply part of the proceeds to procure consulting services to support Myanmar Economic Bank in the conceptual design, acquisition and implementation of a few key applications, such as centralized customer information repository, international standard general ledger, financial reporting tools, core banking and intrabank payments and settlements, in order to upgrade the bank's operational system.


The scope of this assignment covers:

I. Orientation and Preparation Phase
  • Collect and understand MEB's objective/mandate, organizational structure including governance structure, and customers, products and services related to the fiscal agent role
  • Take stock and document current business processes related to the fiscal agent function, and the existing IT environment (hardware, standard software, banking processing applications, communication technologies, existing and proposed coverage of networking across Myanmar suitable to support secure banking data transfers, contingency arrangements, IT management and staff quality, etc.)
  • Develop and draft a conceptual framework to outline, for the new system, i) the guiding principles/objectives, ii) the system diagram (overall design), iii) functionality architecture, iv) institutional arrangement, and v) IT architecture. This must include analysis on how new functionalities would fit future development of MEB's operational systems and IT environment, such as a future Treasury system and a MIS reporting system.
  • Provide training on modern fiscal agent banking and related technologies and undertake an assessment of training needs for success of the project. 
 
II. Procurement Phase
  • Prepare specifications of user needs, functionality requirements and technical requirements.
  • Develop a procurement strategy for the application software solution and the needed hardware and standard software, which should comply with the standard World Bank procurement requirements.
  • Prepare the technical specifications requirements and other technical related inputs for the bidding documents, in consultation with the International Procurement Specialist of the Project, in accordance with the WB procurement guidelines and standard bidding documents for supply and installation of IT systems.
  • Assist the Government Project Team in the technical bid assessment process, technical evaluation including how to arrive at results, application of good governance to the evaluation process, technical bid clarification, presentation, reporting and Evaluated Bid Price calculation and evaluation of bids. 
 
III. Implementation Phase
  • Develop a project management plan and risk management processes
  • Support communication between the client and the contractor, and that between the client and the WB
  • Monitor and report the contract implementation progress and recommend on problem solving
  • Support system testing and system acceptance process and reporting
  • Provide training on international practices related to management of commercial contracts and IT projects
Qualifications: 

Project manager and banking applications specialist:

 Education – IT related post graduate degree(s)

 Work experience – At least 15 years in designing and managing transaction-oriented banking IT projects (similar size and requirements), of which about 10 years hands-on experience in designing, acquiring and implementing core banking related packages

 Multicultural experience – Project experience in different countries, at least two low-income countries and/or transitional economies

 Proven track record of clients satisfaction (three references)

Banking operations specialist:

 Education – Banking and finance related post graduate degree(s)

 Work experience – At least 15 years in commercial banking business and familiar with banks’ business processes in particular with regard to accounting and financial reporting, fiscal agent roles and intra-bank funds transfer and settlements.

 Multicultural experience – Consulting experience in different countries, at least two low-income countries and/or transitional economies

 Proven track record of clients satisfaction (three references)
