International Manager_Fostering MSMEs in the Agribusiness Sector

Ghana belongs to the group of lower middle-income countries. In the last decade, the country has experienced stable economic growth, accompanied by a reduction in the poverty rate. In 2016, about 13 % of the population lived on less than USD 1.90 per day. An additional 3.8 million people are expected to fall into poverty, at least temporarily, as a result of the Corona crisis.

As economic growth driven by primary commodities (oil, gas, gold) depends on volatile global markets and offers little employment potential, government initiatives increasingly target Government initiatives are increasingly aimed at making better use of the potential for value creation. In addition to promoting exports to regional and international markets, the Ghanaian government is placing increasing emphasis on import substitution. The aim is to reduce dependence on food imports and to generate added value from the growing domestic demand for quality products "Made in Ghana".
Since only 20 % of the agricultural and natural products produced in Ghana are processed in the country and, on the other hand, raw materials are imported for processing, there is significant growth and employment potential in the refinement of domestic products. An enormous potential for value creation also lies in the reduction of the sometimes high post-harvest losses and a better utilisation of existing processing capacities of MSMEs, which are currently utilised at an average rate of far below 50 %.

Tasks of the international expert:

  • Ensuring the coherence and complementarity of the CO's services with other services of the project (EU-GAP component);
  • Design, implementation as well as monitoring and evaluation of capacity development measures of the local partners (EU-GAP component);
  • Coordination of activities with partners and provision of contributions to donor coordination (EU GAP component);
  • Addressing cross-cutting issues (e.g. gender equality) (EU GAP component);
  • Staff management, in particular identifying the need for short-term assignments within the available budget, as well as planning and managing the assignments and supervising the local and international experts (EU-GAP component);
  • Technical supervision for development workers assigned to the CO's area of responsibility (EU-GAP component);
  • Ensuring impact monitoring (EU GAP component);
  • Regular and timely reporting (EU-GAP component);
  • Responsibility in controlling the use of funds and financial planning in consultation with the GIZ Contracting Officer (CA) (EU-GAP component);
  • Coordination with the team leader (Specialist 1) on strategic and methodological aspects of the funding approach;
  • Supporting the project officer in planning and implementing the outstanding analyses, updating and/or adapting the project design, in evaluations and in preparing a follow-up phase (EU GAP component);

 

Qualifications: 
  • Diploma/Master's degree in agriculture, economics or social sciences;
  • Language skills in English, C1 of the Common European Framework of Reference for Languages;
  • 15 years of professional experience in the agriculture/rural economic development sector;
  • 10 years of professional experience in promoting agricultural production;
  • 5 years of leadership experience as team leader in projects or manager in companies;
  • 8 years working experience in the Anglophone Africa region;
  • 8 years of experience in development cooperation projects;
  • 1 year working experience in the context of EU projects
