Improving Access to Finance Sector Development Program

The expected impact of the Program is improved access to finance to the poor and low income population. A key outcome of the Program is the development of sound and market oriented microfinance sector. They key outputs include sound and conducive microfinance policy environment, (ii) microfinance supervision and regulation enhanced operation of the microfinance wholesale organizations improved skills and efficiency of microfinance institutions (MFIs) enhanced management information system technology at MFIs increased self resource mobilization through savings by MFIs improved microfinance outreach in hills and mountains, and improved access to finance with technology based branchless banking solutions. Review the status of the use of MIS, especially the use of computer-based MIS, among MFIs. Develop strategies for MIS enhancement and capacity development for better information management and efficiency improvement of MFIs. Identify areas for support to enhance MIS capacity at MFIs through financing and/or capacity development support (i.e., matching grant support,etc.). Assess the current status of the use of technology in access to finance in Nepal and develop strategies to initiate technology-based products such as a debit card, ATM, and mobile based microfinance services and develop a proposal on pilot scheme of such products. The products shall be not only loans but also include diversified products such as savings, money transfer, and remittances. The proposal shall be detailed in implementing modalities, resource requirements, follow-up, and continuation plan. Assess the potential of extending formal remittance services in rural areas by linking formal remittance providers (banks) to MFIs by introducing point of sale (POS) and debit card system to MFIs and develop a plan for such pilot scheme
Qualifications: 
Relevant University Degree in Economics with a special focus on micro finance At least five years relevant work experience in the sector Prior Work experience in ADB funded projects and / or in the region would mean an advantage
