Financial Expert_Rented Social Housing, Social Infrastructure and MSME support in Brandenburg

The objectives of the assignment are two-fold and will include;

  1. The review of the mandate and activities of ILB, types of financial support it provides to beneficiaries, its role in channelling state subsidies, with specific emphasis on the Corona Emergency Assistance Programme
  2. The assessment of the social and economic impact of the CEB Loan that pre-financed this grant scheme.

The expert will carry out the review of the following:

A. Economic Aspects: General economic situation in the FSB, for instance:

  1. Highlights on the macroeconomic environment in the FSB
  2. How does the FSB rank among the 16 federal states in Germany in terms of total economic output and GDP per capita?
  3. otal number of registered enterprises FSB, by size of enterprise (micro, small and medium) and total number of self-employed and liberal professionals, if applicable. Approximate distribution of registered businesses by economic activity/sector.
  4. Economic impact of the lockdown measures on commercial businesses and professional liberals in the FSB.

B. Social Aspects:

  1. Impact of COVID-19 on employment. Assessment of the situation as to employee retention/layoff in the FSB, how does the situation compare to the broader picture in Germany? Any particular impact on women employees, women-owned businesses or female liberal professionals.

C. Institutional Aspects:

  1. Information on ILB focusing on key activity areas, brief description of products and services, and their development since 2018. Outstanding volumes (latest available figures) with a breakdown by types of financial support (grants, interest rate subsidies, loans, guarantees, venture capital, etc…). ILB’s loan portfolio breakdown (latest available figures) by distribution channels (e.g. direct or on-lending via banks), ownership structure of the borrower (public or private) and loan purpose, (e.g. municipal infrastructure, housing, private business support, etc…).

D. Project Implementation Arrangements:

  1. Brief description of the approval and allocation process of Corona Emergency Assistance grants. For instance, how did ILB receive and process applications? What was the average time for processing an application? What are the documents requested from grant applicants?
Qualifications: 

The required profile and skills of the expert are: 

  • A university or advanced degree in Economics, Finance, Business or other related fields;
  • Adequate knowledge of and experience in working with financial intermediaries in Germany;
  • A minimum of 10 years of cumulative experience gained in economic development/planning/investment departments of public banks, central or regional governments;
  • Understanding the small business sector and key aspects of day-to-day business of a typical SME;
  • Familiarity with the management and channelling of state subsidies to MSMEs will be considered a plus.

Additional requirements:

  • Strong communication skills, including interpersonal and in written and oral English.

Language skills (besides English):

  • Native German speaker
Start / Duration: 

The intended starting date of the assignment is 17/12/2020 with a period of implementation of three calendar months from this date. The actual commencement and end dates of the assignment will be specified and agreed in due time.

The duration of the assignment will be of eight days disaggregated as follows:

  • 2,5 days for the preparation of the assignment
  • 1 day for the virtual meetings (one meeting of 2 hours with ILB and four meetings with grant beneficiaries about 45 minutes each)
  • 1 day for translation/interpretation support to CEB Technical Advisor 
  • 3 days for report writing 
  • 0,5 day for presentation of the draft report
