Enhanced Use of Disaster Risk Information for Decision Making in Southeast Asia

The regional capacity development technical assistance (TA) will enable increased capacity building and knowledge sharing among selected Southeast Asian Developing Member Countries (DMCs)—Cambodia, the Lao People’s Democratic Republic (Lao PDR), Myanmar, Philippines, and Thailand— on disaster risk-informed decision making. The impact will be improved risk-sensitive decision making for public investments in selected Southeast Asian DMCs. The outcome will be improved capacity in selected Southeast Asian DMCs to integrate DRM in the development processes.

One of the outputs in the Philippines is the development of a city government disaster insurance pool for the Philippines. This output has four sub-outputs: (1) development of a city government disaster insurance pool, (2) enhancement of government financial arrangements for post-disaster burden sharing, (3) development of exposure databases, and (4) awareness building and knowledge sharing.

The specialist will assist the team leader in designing a city government disaster insurance pool for the Philippines.

Detailed Tasks and/or Expected Output

Under the supervision of the team leader, the specialist will

(i) contribute to the development of a city government disaster insurance pool to a point where it is ready for market placement and launch, including aspects relating to (a) technical design (including attachment and exit point offerings, triggers, procedures for premium collection and payouts, indicative premium re/insurance arrangements; (d) sources of financing for premium payments; (e) management and administrative arrangements; (f) ownership; and (g) registration;

(ii) participate in government consultations on pool requirements and design;

(iii) contribute to awareness-building activities in 15 potential participant cities, selecting the focus cities in consultation with relevant government agencies;

(iv) contribute to the organization and delivery of a national workshop and regional knowledge sharing event; and

(v) contribute to a preliminary examination of the potential scope for expanding the pool arrangement into a regional city government pool, with additional participants from other countries in the region.

Qualifications: 
  • Postgraduate degree in finance, economics, statistics, actuarial sciences, or equivalent
  • Ppreferably with 8 years of international experience in areas such as disaster risk financing, probabilistic risk assessment, insurance, and reinsurance
  • Experience in scoping, designing and/or implementing similar projects in developing countries, preferably in Asia and preferably including disaster insurance pools.
