Egypt_Senior SME Finance Expert (KE2)

OBJECTIVE OF PROJECT

AFC is preparing the tender documents for the EIB Technical Assistance (TA) to Support Lending to Trade Infrastructure & to The Private Sector (Egypt). 

The EIB has put in place two loan Facilities in favour of Afreximbank to cover the medium to long term financial needs of SMEs and Midcaps in Sub-Saharan Africa:

  • Afreximbank Loan for the Private Sector (EUR 100m, 2017)
  • Afreximbank Trade and Climate Action Loan (EUR 200m, 2018)

The overall objective of the TA operation is to ensure an effective and efficient use of the EIB loan facilities towards the financing - under the form of long-term loans - of financially, technically, economically, socially and environmentally viable private sector projects, by building capacity in strategic key areas relevant to Afreximbank’s business particularly with regards to its climate finance lending.

 

SCOPE OF WORK

The Key Expert 2 shall be responsible for the delivery of all services and deliverables under this contract.

Qualifications: 
  • At least a university degree, preferably at Masters level in Business Administration, Economics, Engineering, or related field;
  • Fluency in English and/or French with a strong working knowledge of the other is required; Knowledge of Arabic would be an advantage;
  • Computer literate, including ability to use the advanced functions of MS office to create reports and customised spreadsheets for financial analysis and management reporting purposes;
  • Educational / trainer certification would be an asset.

 

GENERAL PROFESSIONAL EXPERIENCE

  • At least 10 years’ experience working with private sector companies / SME banking / training;
  • Demonstrated experience in the field of SME project formulation and design in different sector areas, particularly in multi-sector, multi- project infrastructure programmes;
  • Documented experience in adaptation the design and implementation of SME programs;
  • Substantial experience in technical monitoring and evaluation of projects involving various infrastructure sectors;
  • Substantial experience in appraisal of SME and evaluation of SME programmes, including experience working with IFIs.

 

SPECIFIC PROFESSIONAL EXPERIENCE

  • At least ten years work experience in SME Banking or technical assistance programmes related to SME developments and upscaling;
  • Experience in capacity building and training in the areas of SME business strategy development, business planning and advisory 
  • Experience working with IFIs in developing private sector development contexts would be an advantage;
  • Knowledge of EIB environmental and social standards would be an advantage;
  • Experience using formal monitoring procedures;
  • Experience in mid-term and/or ex-post evaluation of Projects.
  • Strong regional experience as demonstrated by at least 5 years of relevant international professional experience (based outside the country of origin) of which at least 2-3 years should have been spent in topics covering ESG and Gender activities in Africa preferably in at least one of the target countries;
  • Fully conversant with ESG and Gender policies and guidelines.
