Strengthening the Banking Supervision Agency

The project aims at improving the capacity of regulation, off-site supervision and on-site inspection for staff and inspectors of the Banking Supervision Agency (BSA) in licensing, regulating, supervising the micro-finance system and institutions having micro-finance activities in Vietnam, with the focus on improving the efficiency of regulation, inspection, supervision and completing the legal framework on licensing, regulating, inspecting, supervising the Central Credit Fund ((CCF) / cooperative bank and Peoples Credit Funds (PCF) system.

Activities included:

  • Assessment report on processes of licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system;
  • Recommendations and roadmap to strengthen, improve the processes of licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system to be more consistent with international practices to ensure the safety and soundness of the micro-finance system;
  • Manual on inspection of CCF/cooperative bank and PCF system;
  • Assessment report on the capacity of licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system of the BSA and SBV’s banking inspection and supervision staff;
  • Roadmap of enhancing the capacity of licensing, regulating, inspecting, supervising of MFIs, CCF/Cooperative bank and PCF system;
  • Assessment report on training needs of the staff of BSA and SBV’s inspection, supervision units to improve the capacity of licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system;
  • The standardized overall training program to improve the capacity of licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system;
  • Training materials for the BSA’s staff on licensing, regulating, inspecting, supervising MFIs, CCF/cooperative bank and PCF system;
  • 10 delivered training courses for a total of 300 participants, including training of 5-10 potential trainers, incl. monitoring report.
