Implementation of the National Fund for Sustainable Energy

Within the “Programme d’Électrification par les Énergies Renouvelables (PERER)”, GIZ supports the Agency for the Development of Rural Electrification (ADER) in the implementation of the National Fund for Sustainable Energy (FNED).


The overall objective of this intervention is to set up the FNED and the financial institution in a way that makes investments in renewable energies more attractive and secure for potential investors and that makes the FNED an agent of change of the Malagasy energy sector. Thereby the FNED can support the Malagasy Government to achieve its objectives formulated in the NPE in a transparent, efficient and reliable manner allowing potential external donors to trace back their investments into the FNED.
 

Services provided
Phase 1: Collection and analysis of relevant project information:

  • Analysing all developed documents related with the establishment of the FNED and its managing financial institution

Phase 2: Implementation of the FNED and its managing financial institution:

  • Supporting the managing financial institution in the process in obtaining the banking license
  • Supporting the FNED and the financial institution in the acquisition of financial resources
  • Organization a public event to raise awareness of the establishment and functions of the FNED
  • Developing a marketing concept
  • Supporting the financial institution in recruiting its staff
  • Trainings for the staff (particularly on RE)

Phase 3: Scaling-up of the FNED and its managing financial institution:

  • Development of a scaling-up concept for the FNED and the financial institutions
  • Adaptation of all strategy papers of the FNED and the financial institution in accordance to the scaling-up concept
