Team Leader Restoration of Peace, Livelihoods and Economic Cycles in Anbar (RePLECA)

Agriculture was the main provider of jobs and livelihoods for Anbar’s rural and semi-rural population. The occupation and the fight against IS have led to widespread destruction of infrastructure and large-scale internal population displacement. The productive and social infrastructure in rural, semi-urban and urban areas has been severely damaged or destroyed, and, for a large part of the population, important prerequisites for peaceful social coexistence, livelihoods and income generation are not met.

To improve the livelihoods of households and families in Anbar, it is crucial to build or rehabilitate productive and social infrastructure. After careful examination of possible areas of intervention, the field of agriculture was identified as especially promising and having significant potential.

The project has three main objectives, reflected in three main outputs:
(A) increase the yields of smallholder households;
(B) promote employment opportunities in the broader agricultural sector and in the food industry;
(C) foster peaceful local participation and decision-making processes with a focus on increasing economic, social and political involvement.

To achieve this, it focuses on the following fields of work:

  • Work Package 1: Developing and validating VC upgrading strategies. The VCs to be targeted are potatoes and vegetables.
  • Work Package 2: Improving farmers’ access to knowledge and training and developing the DoA’s capacities.
  • Work Package 3: Setting up/strengthening farmer organizations.
  • Work Package 4: Supporting job skills training in the VCs.
  • Work Package 5: Business start-up and development.

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in agricultural value chain development
  • Taking cross-cutting themes into consideration (for example, gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Maintaining contact with other donors
Qualifications: 
  • University degree (bachelor’s/master’s) in agriculture, economics or related field;
  • Knowledge of English, C1 in the Common European Framework of Reference for Languages;
  • 10 years of professional experience in agricultural and rural development;
  • 5 years of professional experience in (agricultural) value chain development
  • 5 years of management/leadership experience as project team leader or manager in a company
  • 3 years of work experience in the Middle East
  • 5 years of experience working on DC projects
  • Arabic A2 in the Common European Framework of Reference for Languages
  • 5 years experience of working in a humanitarian or post-conflict context
