Moldova_Support the implementation of the "Fruit Garden of Moldova" operation and the beneficiaries Small and Medium-sized Enterprises (SMEs)

The overall objective of the technical assistance operation is to support the implementation of the EUR 120million loan operation “Fruit Garden of Moldova”. The operation is a line of credit which aims at providing investment funding and institutional support to Moldova's horticulture sector. The scope covers the whole value chain, from the education system, dedicated laboratories, quality control and safety standard services, to nurseries, orchards, table grape vineyards, pre-cooling units, cold transportation, cold storage, washing, sorting, grading equipment, packaging lines and processing facilities.

The specific objectives of the technical assistance operation are to support:

(i) the upgrading of the country's horticulture sector through capacity building of value chain stakeholders, capacity building of the project implementation unit (PIU) and increased access of stakeholders to market and other relevant information and

(ii) the implementation of projects financed by the EIB through marketing of the line of credit, capacity building of financial intermediaries and of the project implementation unit and support to the implementation of project financed by the EIB to ensure that EIB standards are met.

The team of key experts shall comprise a Team Leader/Expert in Value Chain Development and an Expert in Agricultural Financing and Banking.

Qualifications: 

Qualifications and skills

  • Education to at least University Degree or equivalent in a field relevant to the Specific Activity for which they will be responsible, e.g. Horticulture, Agricultural Economy, with preference given to candidates with postgraduate study diploma;
  • Fluency in written and spoken English is essential; knowledge of Romanian and/or Russian would be a distinct advantage;
  • Computer literacy;
  • Pro-active personality, leadership abilities as well as ability to work well in a team, and excellent communication and inter-personal skills

General professional experience

  • The Team Leader should have an in depth knowledge of agriculture, particularly in the horticulture sector, including irrigation, plant protection from extremes of climate, and harvesting, as evidenced by at least 10 years of relevant professional experience;
  • Experience of working on IFI/donor financed projects would be an advantage;
  • At least 10 years of relevant international professional experience (outside the country of origin), with relevant professional experience in developing or transition countries a strong advantage;

Specific professional experience

  • In depth knowledge of business management, as evidenced by at least 5 years of relevant professional experience;
  • At least 8 years professional experience as team leader in project / programme management OR in a senior management position in the public or private sector;
  • At least 5 years of relevant professional experience in developing and/or implementing agriculture / horticulture value chain development plans and/or programmes;

Start / Duration: 

The main base of operations shall be the capital Chisinau and the intended start date is March 2018 and the period of execution of the activities is of 48 months from the commencement date.
