Technical Assistance Programme to Support lending Operations to the Women’s Entrepreneurship Development Project in Ethiopia

This assignment will be undertaken under the aegis of WEDP, a Government of Ethiopia operation for supporting women entrepreneurs managed and financed by the World Bank and co-financed by EIB and other development partners. The purpose of this technical assistance operation is to support both WEDP partner MFIs in Ethiopia and the DBE to deploy WEDP funds in an efficient, responsible and sustainable manner, in accordance with the EIB’s and WEDP standards and requirements through capacity building and technical assistance, thereby safeguarding the EIB’s reputation and investments.


It will further contribute towards unemployment reduction by offering women in Ethiopia improved access to a diverse and responsible range of financial products aimed at encouraging income generation and to grow their businesses accordingly.

The Senior Microfinance Expert will primarily be responsible for the realisation of:

  • Understanding the success factors and constraints of WEDP loan disbursement;
  • Establishing a local source of TA support for WEDP MFIs;
  • Developing a Monitoring & Evaluation (M&E) database.

Responsibilities may further include drafting TORs, managing quality control, reporting on activities conducted and foreseen.

Qualifications: 

Qualification and Skills

  • A university degree, preferably at Masters’ level, in Business Administration, Economics, Finance, Banking, or related field;
  • Full fluency in English is required. Ability to work in Ethiopian languages would be an asset.
  • Computer literate;
  • Educational / trainer certification would be an asset.

Professional Experience

  • In depth knowledge of MSME lending, microfinance and/or banking sector, as evidenced by 8 years recent professional experience (either working for an inclusive financial services provider or delivering direct capacity building to MFIs in the last 15 years); with a specific focus on elements such as credit and financial analysis, risk management, and MSMElending, non-performing loan management, identification of key lending risks, and participation in the drafting of loan contracts to mitigate and control identified risks;
  • 5 years practical experience and proven track record in managing the provision of successful capacity building activities to MFIs including, for example; conducting needs assessments and analysis of results, development of subsequent training and coaching plans, development of curricula and training materials, organisation and delivery of trainings, provision of coaching;
  • Previous experience of working for or providing TA to Development Banks would be an asset;
  • Experience in managing donor/DFI TA programmes would be an added advantage.
  • Strong regional/country experience as demonstrated by 5 years of professional experience of working in the inclusive finance sector in several African countries, preferably including Ethiopia;
  • Proven ability to collect, compile and analyse financial data, ideally from financial service providers, maintain relevant database and subsequently publish analytical reports (experience of conducting 3 similar assignments);
  • 4 years’ experience of delivering trainings and/or of training or coaching of trainers.
Start / Duration: 

The project is intended to start in March 2020 and to last for 30 months
