Banana Accompanying Measurers

The Financing Agreement for the BAM 2012 programme was signed on the 18th February 2013. The overall objective of the proposed programme is to foster social and economic development contributing to the reduction of poverty, focusing on the workers and their families in the region of the Stann Creek and northern Toledo districts of Belize.

Its specific objective is to ensure that the efficiency of banana production is increased, the economic and social development of the banana farmers, their workers and communities are improved. Three expected results are foreseen, namely:

(i) increased efficiency of banana production

(ii) improved economic diversification opportunities for rural communities in the target region; and

(iii) improved quality of and better access to heath, water and sanitation services.

The National Authorizing Office (NAO), which is part of the Ministry of Finance and Economic Development, in Belize will be the Contracting Authority for the Belize Accompanying Measures 2012 programme. It seeks to recruit a Technical Assistance Team (TAT) to provide resident technical and administrative assistance that will enhance the capacity of the Ministry of Natural Resources and Agriculture which is the Implementing Agency for the programme.

Qualifications: 

The Legal Expert will be responsible for all the legislative and policy review under the competitiveness and institutional strengthening components of the BAM programme, as well as providing project management support to the Team Leader, as required.

Qualifications and skills

  • The expert should be qualified to at least Masters Level or equivalent in law, applicable to the Commonwealth jurisdiction with particular emphasis on law pertaining to company, cooperative and public and private sector institutions operating in the agricultural and rural sector;

  • An additional post-graduate qualification and/or specialization in drafting of legal documents will be an asset;

  • Excellent command of the English language;

  • Excellent communication skills both oral and written;

  • Excellent interpersonal and analytical skills.

General professional experience

  • Preferably 10 years but a minimum of 7 years of practical legal experience with focus in one or more of the following areas: land use policies and agrarian reforms, rural and socio-economic development, governance, company law, development of legal frameworks, natural resource management, or other relevant, directly related area;
  • Preferably 10 years but a minimum of 7 years of experience in sector policy analysis and formulation and the development of legal frameworks for integrated rural development and/or agricultural sector and trade policies and reforms.

Specific professional experience

  • Experience in a similar policy/advisory/legislative assignment within the agricultural/rural sector during the past 10 years in at least 2 similar projects;

  • Previous experience of working in a similar capacity in the Caribbean region or other developing countries where change in institutions in support of the agricultural/rural sectors in response to liberalisation in the trading environment has been undertaken;

  • Minimum of 7 years of experience in advising both the public sector and private sector on the legislative environment and articles governing institutions;

  • Experience in the ACP region and understanding of banana trade and market issues will be an advantage.

Start / Duration: 

The intended start date is November 5, 2013 and the period of implementation of the contract will be 36 months from this date.
