Team Leader for the Consulting Services for “Strengthening Climate Adaptation and Resilience (SAR)” in Pakistan

Background:

Pakistan contributes little to global CO2 but is one of the countries most affected by the impacts of climate change. Thus, it is considered a highly vulnerable country because of its exposure to environmental and climate negative events.

Although detailed strategy and planning documents for the implementation of national climate policy are available, implementation is progressing very slowly. In fact, the existing institutional arrangements reflect a gap in the cooperation with provincial stakeholders on climate change. However, the SAR (Strengthening climate adaptation and resilience) project will support mechanism to engage with relevant national and provincial stakeholders with a greater emphasis on climate financing. Climate action for resilience and risk management measures in Pakistan are inadequate - especially regarding vulnerable populations, including women (main problem).

 

Objectives of the Assignment:

The project aims to improve the conditions for climate adaptation and climate risk management with a specific focus on vulnerable population groups, especially women, in selected provinces as well as at the national level.

 

Tasks of the Team Leader:

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines).
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project.
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international experts.
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners .
  • Regular reporting in accordance with deadlines.
  • Taking cross-cutting themes into consideration (for example, gender equality, climate vulnerability, inclusion, sustainability, poverty reduction).
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
  • Ensuring that monitoring procedures are carried out.
  • Regular reporting in accordance with deadlines.
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase.
Qualifications: 
  • Education/training: University degree (Bachelor) in finance or environmental sciences or economics or development studies.
  • Languages: Knowledge of English C1 in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in the Climate Change or environment or climate finance sectors, of which 5 years’ experience in projects in developing countries
  • Specific professional experience: 5 years of professional experience in climate finance or climate change related capacity building initiatives in the agricultural field.
  • Leadership/management experience: 6 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 3 years of working in Asia
  • Development cooperation (DC) experience: 6 years of experience working on DC projects
