International Project Leader/Manager for the Consulting Services for the “Promotion of Ethiopian Private Sector”

Background:

The project “Promotion of Ethiopian Private Sector (SME Credit Line)” will be financed from a grant of EUR 20 million under the umbrella of the German-Ethiopian Financial Cooperation. 

The objective of the planned program is to improve the contribution of SME to poverty reduction and the creation of jobs via an enhanced access to finance. The purpose of the loans covers investments in equipment and machinery of SME as well as working capital.

 

Objectives:

The objectives of the consultancy assignment are:

  • Ensure a smooth and efficient project implementation.
  • Provide the necessary support to Partner Financial Institutions (PFI) and the Development Bank of Ethiopia (DBE).
  • At the end of the consultant’s assignment all PFI need to have well designed loans for SME and – accompanied by suitable marketing activities – offer the SME in a sustainable way.

 

Project Tasks:

TASK 1: Analysis of potential PFI and Due Diligence

The main areas of Task 1 include:

  • Analysis of the documents delivered by the PFI.
  • Due Diligence of the pre-selected PFI including a comprehensive and “tailor-made” technical need assistance package for each PFI (including an ESMS review and action plan).

TASK 2: Support of PFIs 

The main areas of Task 2 include:

  • SME loan products and digitalization
  • SME strategy
  • SME lending technology
  • Risk Management
  • MIS and reporting
  • Environmental and Social Management System (ESMS)
  • Training Curriculum

TASK 3: Support of the DBE

The main areas of Task 3 include:

  • Supporting Project Management
  • Automatization supporting program administration
  • Support of ESMS Implementation

 

The International Project Leader/Manager position is envisioned to be full-time.

Qualifications: 
  • Minimum of 10 years of relevant experience in the financial sector (preferably in structuring of credit lines for SMEs and / support of ESMS Implementation).
  • Minimum of 3 projects (minimum duration of 1 years each) as Project Leader / Team Head for projects funded by international donors (preferably by KfW), hence proof of profound experience in leading a diverse team.
  • Experience with gender-inclusion practices.
  • Sound knowledge of the banking and financial sector in East Africa (preferably in Ethiopia).
  • Experience in quality control in the different areas of the envisaged consultancy services.
  • Proficiency in writing and presentation skills, and ability to communicate effectively to diverse audiences.
  • Experience with banking and financial sectors of other developing and/or transition countries.

 

Start / Duration: 

The project is expected to start in the second half of 2022.
