Energy Efficiency Programme

Nepal currently has no 'national energy strategy'. The objectives of the country's energy policy are defined and updated in 5-year plans. Both the 10th five-year plan (2002/03 – 2006/07) and the current 3-year interim plan (2007/08 – 2009/10) are concerned exclusively with the electricity sector. International energy statistics and a regional comparison indicate that Nepal has a high specific energy consumption related to GDP. This is the basis of the core problem for the present development measure (programme): The energy use in Nepal is inefficient. Accordingly, the objective of the TC module (programme) is: The energy use for domestic and productive purposes in Nepal is more efficient. Keys tasks of the long-term expert include: Steering the consulting services in the project component; Process and institutional development consultancy for EEC/FNCCI and Industry District Chambers on organisational development and capacity development in the field of EEC management, organisational and financial skills; Provision of advisory services on establishment of institutional Knowledge Management System within EEC/FNCCI; Provision of advisory services on systems for monitoring and evaluation of impacts resulting from investments in energy efficiency in industry (see chapter II, services of EEC/FNCCI); Facilitation of the regional and international networking and cooperation efforts of EEC/FNCCI (SAARC/ASEAN region and international level); Provision of advisory services on pilot energy audit concept development; Provision of advisory services on energy auditor training concept development and facilitation of national/regional accreditation and certification procedures of auditors (e.g. India); Organisation of necessary public relations work at the national, regional and international level in order to communicate programme results appropriately. Project management function Provision of the German contribution as the project’s Principal Advisor for component three on behalf of GIZ; Responsibility for the transparent and efficient use of resources within the agreed planning framework of component 3; Identifying the need for short-term assignments within the available budget, planning and steering the assignments, and supporting the local and international short-term experts; Ensuring project administration is in place for the German contribution; Preparing project progress reports in English language in the prevailing format; Coordinating stages of the project with key stakeholders and ensuring transparency for the partner; Supporting the GIZ programme manager responsible for the contract and cooperation in updating and/or adapting the project design with consideration of the success factors of Capacity WORKS; Supporting the GIZ programme manager to contract local experts; Coordinating the organisation/running of training measures; Monitoring and documenting work progress; Ensuring a result and impact based monitoring and evaluation system is in place (together with EEC/FNCCI); Supporting the GIZ programme manager and partners responsible for the contract and cooperation in preparing and adapting the plan of operations; Responsibility for financial and disbursement planning of component three in consultation with GIZ’s programme manager responsible for the contract and cooperation; Planning and supporting project-related research; Supporting the GIZ programme manager in securing contacts with other donors and the German Embassy; Supporting the GIZ programme manager responsible for the contract and cooperation in preparing and conducting the interim evaluation; Supporting the GIZ programme manager for the contract and cooperation in preparing the follow-on phase.
Qualifications: 
The long-term expert should have Excellent spoken and written English (knowledge of German language is an advantage) Must be familiar (or must be made familiar before commencing the job) with the management model of GIZ, Capacity WORKS. The person to be considered for this task should be Industrial engineer / economist with industry background (university graduate) or other relevant degrees; Relevant experiences in methodological skills (e.g. results/impact monitoring) and experience in organisational development, capacity development, energy efficiency in the industry and energy auditor training; At least 15 years of relevant professional experience, preferably in Asia or Europe.
Start / Duration: 
The assignment of the regional LTE is planned for November 2011.
