EC support to the Justice Sector: review of past experiences and guidance for future EC interventions

The present assignment will lead to the finalisation of a second version of the guidance document which will cover all developing (and not only ACP) countries. For that purpose, the present assignment will be based in particular on a representative review of EC support in the justice sector, which will be complementary to the one carried out under the previous study (which was limited to ACP countries and EDF programmes). This review will be carried out through a desk study combined with field studies.
Qualifications: 
Experts should be specialized in justice reform, at least MA level, extensive knowledge in justice, rule of law and human rights within international development cooperation field work experience in the justice sector, proven knowledge of EC support programmes in the justice sector and of EC Aid Modalities. Publications on the subject will be an asset. The team should cover expertise in both the Common law and the Civil law systems. Since sector budget support will be an issue, knowledge of sector budgetary practices is required. Previous work on EC projects and knowledge of its contractual and financial procedures will be considered an asset.
Start / Duration: 
Indicative timetable: First half of January 2011: start of consultancy/desk study and briefing meeting with AIDCO E4 and possibly the reference group. Second half of January 2011: second meeting with AIDCO E4 for a first outline of proposed methodology and of suggestions for improvement of the guidance document February 2011: continuation of desk study; approval of first outline by AIDCO E4; proposals and approval of field missions March 2011: continuation of desk study; field missions First half of April 2011: continuation of field missions; drafting of the new version of the guidance document Second half of April 2011: submission of a first draft of the new version to AIDCO E4 First half of May 2011: meeting with AIDCO E4 and possibly the reference group to discuss AIDCO E4 and other comments and to prepare organisation of the restitution workshop Second half of May 2011: submission of a new draft to AIDCO E4 and to the participants of the workshop; preparation of the workshop June 2011: organisation of the restitution workshop First half of July 2011: preparation of conclusions from the workshop and submission of new draft integrating comments from workshop Second half of July 2011: integration of feedback from AIDCO E4 and submission of final draft to AIDCO E4 August 2011: submission of final English version by AIDCO E4 to FWC contractor September 2011: translation into French, Portuguese and Spanish versions, proofreading, graphic design for all versions October 2011: finalisation of all versions
