Consolidation of Food Safety System

IPA 2009 "Consolidation of Food Safety System in Albania" The restructuring of the food safety system in Albania goes in line with the National Strategy for Agriculture (2007-2013) on the principles, priorities and conditions contained in the European Partnership with Albania. The medium term objective is to achieve substantial improvements in terms of food safety and phytosanitary and veterinary conditions, in compliance with EU requirements The overall objective of the project is to improve consumer protection in Albania against food-borne diseases due to the implementation and enforcing of improved food safety standards. The purpose of this action is to consolidate the administrative capacity of the Ministry of Agriculture, Food and Consumer Protection and the National Food Authority to implement the national food safety policy and enforce the related legislation in line with the EU acquis.  
Qualifications: 
The expert will report to the Team Leader. He/she will assist the Team Leader in planning and implementing activities under Components 2 and 3. In particular, he/she will prepare appropriate training programmes foreseen in these Terms of Reference and actively participate in their delivery. Qualifications and skills A university degree in public health, veterinary medicine, food science or chemistry or a related equivalent biological science, Relevant postgraduate complementary qualifications (public health, veterinary medicine, food science, chemistry or equivalent biological science) will be considered and advantage, Have very good knowledge of the English language, including effective spoken presentation and written reporting abilities, Computer literacy at user’s level. General professional experience Have preferably 10 years experience in the food sector but not less than 7 years, Have preferably 3 years professional experience of working with or for public institutions in developing and/or planning and/or implementing food safety programmes in an EU Member State or a Candidate/Potential Candidate country to accede the EU, but not less than 1 year. Specific professional experience Have in the last 10 years participated as key expert in at least one project of similar size related to the restructuring of food and/or veterinary service in an EU member States or a Candidate/Potential Candidate country, Have in the last 10 years participated in at least two assignments related to the training of personnel of public agencies dealing with food safety issues (e.g. feed hygiene, theoretical knowledge and practical experience of food hygiene and quality controls based on GMP/GHP/GLP/HACCP, EU food hygiene standards, sampling procedures and analyses, traceability, inspection procedures, and risk-assessment and -management methodologies) in an EU Member State or a Candidate/Potential Candidate country to accede the EU.
