Analysis of the food-safety situation and development of a regional action plan for improvement of food safety

Central Asia AIDS Control Project (CAAP) funded by the World Bank and DFID, has been implementing HIV/AIDS Control Project in four Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan (Turkmenistan can be invited to participate in some activities). The principal recipient of the grant is Eurasian Economic Community (EAEC). CAAP is in a process of receiving grant at USD 3 mln. Additional financing that supports enhancement of Regional Public Health Platform through supporting public health and veterinary services in project countries. The Consultant will work under the direction of the CAAP Regional Project Management Unit in Almaty, Kazakhstan as well as its national offices in each of the project countries. Besides, Consultants would be working closely with Eurasian Economic Community – the principle recipient of the project, ministries of health’s, ministry of agriculture and veterinary service and other national counterparts who would be involved in the assignment.
Qualifications: 
Team leader should have past experience as team leader for at least two similar projects Postgraduate degree in one of the following fields: agriculture, food safety, food processing or related field At least 10 years experience in food safety or related field; Experience with evaluation of national food safety systems; Familiarity with the international food safety standards and regulations; Practical operational experience in agri-food enterprise; Good professional knowledge of the CIS and Central Asia region; Demonstrated analytical, communication and reporting skills; Excellent interviewing, public speaking at high levels; Team capacity to work with the target group of representatives; An important asset would be good command of Russian, communications ability in one of the CA languages (Kazakh, Uzbek, Kyrgyz or Tajik)

The estimated duration of the assignment is 5 (five) months.
